The board of directors of Touchmark Bancshares, Inc. is proud to announce that Touchmark National Bank has opened its doors to the metro Atlanta community. The Duluth, Georgia-based institution is led by Bill Short, president and chief executive officer, Bob Koncerak, chief financial officer, and James LeBow, chief credit officer. Touchmark National Bank will provide both commercial and retail banking services from branches located in Duluth and Norcross, Ga. A Doraville, Ga. branch will open in summer 2008.

With a combined 67 years of experience in the banking industry and over $32 million in capital, the three executives look to leverage their big bank experience as well as their extensive ties to the Gwinnett community and surrounding areas. Touchmark National Bank will provide its customers with a robust array of innovative products and services. Touchmark’s temporary headquarters is located at 3740 Davinci Court, Suite 150, Norcross, Ga., 30092. The Bank’s first full-service retail branch is scheduled to open next month in Duluth, Ga.
William R. Short, president and chief executive officer
Bill Short has more than 30 years of banking experience in metropolitan Atlanta having held various positions with Wachovia Bank since 1976. He was most recently senior vice president/group executive and a managing director in the Wealth Management division until he joined Touchstone Bancshares, Inc. in December 2006. While at Wachovia, he also led the bank’s retail and business banking growth in Gwinnett County in the 1980s and 1990s. Bill is actively involved in the community, and has served on numerous boards over the past 25 years. Bill currently serves as a board member and chairman of the Investment Committee of the Community Foundation for Northeast Georgia and is a member of the Peachtree Corners Rotary Club. Bill graduated with a bachelor’s degree in Industrial Management from Clemson University, obtained his M.B.A. degree from Duke University and has completed Management Development programs at the Tuck School of Business at Dartmouth and the Kenan-Flagler Business School at the University of North Carolina at Chapel Hill.
Robert D. Koncerak, chief financial officer
Bob Koncerak has over 20 years of experience in the financial services industry. He was most recently employed by Wachovia Bank as a senior vice president and regional chief financial officer for the Wealth Management Division from February 2002 until February 2007, when he left to assist in the formation of Touchmark National Bank. While with Wachovia, Bob was responsible for the financial management of Wealth Management Teams located throughout the southern and western United States. From January 2000 until February 2002, he served as the capital markets controller for Wachovia Bank, N.A. Bob graduated from Penn State University and received his M.B.A. from Duquesne University. He is actively involved in the community and serves on the boards of the Georgia Free Clinic Network and the Coverdell Leadership Institute.
James E. LeBow, chief credit officer
James LeBow has over 25 years of experience in the financial services industry in metropolitan Atlanta. Most recently he served as a division president for Georgia Trust Bank. Prior to that, he held various lending positions at SunTrust Bank. When he left SunTrust he was director of risk management for the Financial Institutions Division. James graduated from the University of North Carolina at Chapel Hill in 1980 with a bachelor of science in Business Administration. He completed his MBA in Finance at Georgia State University in 1987. James is actively involved at Northside United Methodist Church and with development efforts at Children’s Healthcare of Atlanta. He has also been engaged in fund raising activities for the Westminster Schools and previously served on the board of the Lando Land Company.
