Pacific Partners Management Services Inc., a leader in managed care information technology that provides contracting, financial and administrative services and software to medical groups and IPAs, today announced the appointment of Randall D. Frakes as Chief Executive Officer. A 30-year veteran of the healthcare and managed care technology industry, Frakes will continue to work with physician groups and develop technology solutions in his new role.
Frakes has served for the past 10 years as Pacific Partners' Chief Operating Officer directing operations, provider relations, medical, marketing, finance, and systems technology. He also spearheaded the development of Access Express(tm), the web-based communications and referral system that links Pacific Partners to affiliated healthcare providers in SCCIPA (Santa Clara County IPA) and Affinity Medical Group. Access Express is also marketed to physician groups and healthcare systems around the country through the company's Health Access Solutions division that Frakes was pivotal in launching.

Frakes began his career with progressive responsibilities in systems development at Blue Cross of California, followed by several years as Chief Operations Officer of Preferred Administrators where he built an organization with 23 clients including 10 large medical groups. Prior to joining Pacific Partners, Frakes served Foundation Health Corporation, first as Vice President of Foundation Health Preferred Administrators, and then as Vice President of Foundation Health's corporate data management division responsible for national provider contract implementation, credentialing and benefits administration.
Frakes graduated from the University of Santa Clara with a B.A. in English, and completed the Stanford Executive Program on Healthcare.
