UK’s MOD Defence Estates Standardizes on Actuate Performancesoft Views to Measure Delivery Performance and Demonstrate Value for Money

Actuate Corporation (NASDAQ:ACTU), the leader in Performance Management, Business Intelligence and Reporting Applications, today announced that Defence Estates (DE), part of the UK Ministry of Defence (MOD) has chosen Actuate Performancesoft Views to deliver its Estate Performance Measurement System (EPMS). DE is responsible for over 65,000 land and building assets covering some 240,000 hectares (593,053 acres) of land, (equivalent to 1 per cent of the UK land mass). DE’s mission is to ”deliver estate solutions to meet defence needs” and in doing so ensure that the estate is managed and developed in a sustainable manner, in line with acknowledged best practice and UK Government policy.

“We knew that whatever system we chose, it needed to be robust, with intuitive user interfaces and extensive functionality,” commented Tim Rayson, Head of the Performance Reporting and Change Management Team, Defence Estates. “We conducted a comprehensive tendering process and Actuate demonstrated Performancesoft Views’ unique ability to meet and exceed all of our requirements for both product and service quality.”

Actuate Performancesoft Views is being deployed to provide DE with a single capability for capturing and sharing information with its customers and stakeholders around delivery performance. Once deployed, Views will be the operational performance management system to demonstrate that the “through-life Value for Money efficiencies” arising from the DE’s Prime Contracting Initiative have been achieved through the EPMS framework. EPMS is a comprehensive estate performance measurement tool, which has been positively received by the UK’s National Audit Office, the Office of Government Commerce and HM Treasury.

Earlier this year, DE embarked on a project to identify a performance measurement and reporting tool, which could display estate performance by drawing on data held in various ‘expert’ systems. Using Views’ automation capabilities, the EPMS will collect several million data points drawn from a variety of sources including existing ”expert” systems. The system will show DE’s delivery performance and demonstrate achievement of the Value for Money of the Prime Contracting Initiative initially across five Regional Prime Contracts and ultimately all of its 4,000 sites. In the future, the system will be further developed and deployed to include other initiatives to provide a comprehensive and coherent view of estate performance.

The Views-based EPMS provides a unified set of metrics for measuring Prime Contractor performance, allied to a single condition survey methodology and a direct link into DE’s Integrated Estate Management Plans (IEMPs) for estate assets. Tim Rayson added: “EPMS is about combining data about individual buildings and other estate assets to produce a holistic picture of the delivery of the Value for Money efficiencies arising from the Prime Contracting initiative. It can also show the condition of the estate at site, regional and national level by customer, or to analyse differences between sites. Using the picture that Views generates will ensure that the right people are provided with the right information at the right time, so that strategies and resources are effectively applied to maximize DE’s delivery to its customers.”
