Global Linguist Solutions Again Awarded $4.6 Billion Army Linguist Services Contract

The U.S. Army has again awarded a contract for management of translation and interpretation services in support of Operation Iraqi Freedom (OIF) to Global Linguist Solutions LLC (GLS).

The five-year contract, with a maximum value of $4.6 billion, was awarded by the U.S. Intelligence and Security Command (INSCOM). GLS is a joint venture of DynCorp International (NYSE:DCP) and McNeil Technologies. DynCorp International owns a majority interest in the joint venture and will consolidate GLS financial results on its books.

This is the third time the Army has awarded this contract to GLS.

The incumbent protested the original award, made in December 2006, and the General Accountability Office (GAO) sustained the protest. The U.S. Army INSCOM subsequently issued a revised Request for Proposal to which GLS responded.

The Army awarded the contract to GLS a second time in December 2007. After a second protest by the incumbent, the Army announced that it would take “corrective action” including conducting a new evaluation of offerors’ cost proposals and a re-evaluation of offerors’ past performance, and make a new award decision. INSCOM completed this process and, on February 15, 2008, selected GLS for the award a third time.

Under the contract, GLS will provide foreign-language interpretation and translation services to the U.S. Army and other U.S. government agencies supporting OIF, including embedded Iraqi translators who operate with U.S. forces. GLS will employ up to 6,000 locally hired translators and up to 1,000 U. S. citizens with security clearances who are native speakers of languages spoken in Iraq.

GLS combines the core competencies of DynCorp International and McNeil Technologies to offer INSCOM an innovative management-services solution for its linguist program. DI has a 60-year history supporting and sustaining large-scale personnel deployments in high-threat zones, and includes its current experience in recruiting and sustaining 2,500 employees, including linguists, in Iraq. McNeil Technologies has 21 years’ experience in recruiting, deploying, and sustaining linguists, including in Iraq. It possesses unique language research, development, and testing capabilities in less-commonly taught languages, including all languages required by the contract.
